THE HUNDREDTH PUBLICATION!!!

Dear readers,

This is the 100th festive publication of the ICWC Press-Release. The first edition was published in August 2002. We are grateful to all our readers and authors for permanent interest in our edition even though small in size, but regularly published and informing about day-to-day operation of the ICWC and its executive bodies.

At present, about hundred of our subscribers such as ministries and agencies in Central Asia as well as foreign embassies accredited in Uzbekistan receive press-releases in a “classical” paper form, and over 400 ones via e-mail. The archive of press-releases is available on the SIC ICWC website (www.sic.icwc-aral.uz/releases/)

Since January 2004, press-releases are published with the financial support of the Swiss Agency for Development and Cooperation (SDC) within the framework of the Central Asia Regional Water Information Base (CAREWIB) Project. We are pleased to note that the SDC now plays one of key roles in supporting the regional water cooperation in Central Asia.

At present, a number of projects aimed at propagating reasonable water use are being implemented with the support of the SDC in the region, especially in those areas facing problems of water shortage and pollution, deterioration of water resources management infrastructure and system.

The SDC in association with the Swiss State Secretariat for Economic Affairs (seco) fund institutional development, reconstruction of the old infrastructure and construction of new one in support to the projects:

  • Integrated Water Resources Management in Fergana Valley (IWRM-Fergana)
  • Fergana Valley Canal Automation
  • Central Asia Regional Water Information Base (CAREWIB)
  • Central Asian Mountain Program

SDC DIRECTOR GENERAL VISITS KYRGYZSTAN

Walter Fust, Director General of the Swiss Agency for Development and Cooperation (SDC), was on official mission in Kyrgyzstan from October 17-19, 2005. He was accompanied by Urs Herren, Director of the SDC Office in Bishkek, and Hanspeter Maag, Director of the SDC Department for Eastern Europe and Central Asia.

The aim of the visit of the high-ranking representative from the Swiss Government was to observe the progress of the Kyrgyz-Swiss cooperation program and to discuss future partnership with the new president and government of the Kyrgyz Republic.

During his visit Mr. Fust met with President Kurmanbek Bakiyev of the Kyrgyz Republic, Minister of Health Shailoobek Niyazov, Minister of Finance Akylbek Zhaparov and representatives of international donor agencies.

Walter Fust also visited Swiss projects in Osh province, including the Integrated Water Resource Management (IWRM) Project, Fergana Valley Canal Automation Project, and the Public Association LARC, which works to provide legal aid to rural population around Kyrgyzstan. In Bishkek Mr. Fust was introduced to the activities of the Kyrgyz-Swiss Health reform support program and its progress in the community based health promotion in rural areas of Kyrgyzstan.

For more than ten years the Swiss Agency for Development and Cooperation (SDC) together with the State Secretariat for Economic Affairs (seco) have been providing assistance to Kyrgyzstan on behalf of the Swiss Government. These two donor agencies coordinate implementation of about 15 projects in Kyrgyzstan, and the same number of projects being implemented regionally in Kyrgyzstan, Tajikistan and Uzbekistan at the same time.

At the moment in Kyrgyzstan the Swiss Government finances projects in health, natural resources management, development of infrastructure, private sector, macroeconomy, good governance. Altogether Switzerland spends about 15 million US dollars a year to implement its projects in Kyrgyzstan.

MEETING OF BWO “SYRDARYA”, SIC ICWC, SDC AND “SIGMA” ENTERPRISE

The Canal Automation Project is implemented in Fergana Valley in two phases: automation of the main waterworks located in Uch-Kurgan, and automation of waterworks located at pilot canals (South Fergana Canal in Uzbekistan, Aravan-Akbura Canal in the Kyrgyz Republic, and Gulya-Kandoz Canal in Tajikistan).

The Canal Automaton Project has been developed to improve technical component of canal control under remote administration. The project opens up possibilities to conserve water and improve water use cost-efficiency.

One of the objectives of the Canal Automation Project is to improve the operation of irrigation system and provide optimal and effective water distribution. The other objective is to balance out and smooth drops occurring while using the Toktogul hydropower project and main Uch-Kurgan water channels.

For more optimal water distribution, the project will carry out technical canal automation that will enable to make more proper decisions and improve water resources management. The project will make it possible to link complex irrigation systems, and raise system cost-effectiveness. The automation of pilot canals including installation of measurement and communication equipment is a technical basis of the project that paves the way to reorganize irrigation system control, at canal and basin levels.

BWO “Syrdarya”, SIC ICWC and SDC will be responsible for control over project implementation. The main contractor, “Sigma” enterprise, will make engineering design, install equipment and software.
