PUTTING OF WATER DISTRIBUTION AUTOMATION AND MONITORING SYSTEM FOR SOUTHERN FERGHANA CANAL INTO TRIAL OPERATION

The official ceremony of putting of water distribution automation and monitoring system for Southern Ferghana Canal into trial operation has been held at the main structure Besholish in the Kuva province of the Ferghana area, 12 October 2009. This system was created within regional project “Canal Automation – Fergana Valley”. The project was initiated by SIC ICWC jointly with Ministry of Agriculture and Water Resources Management of the Republic of Uzbekistan. SDC has given the financial support. Automation works were implemented by SE "Sigma" (Kyrgyzstan) with participation of specialists of South Ferghana canal administration, and control of works was implemented by specialists of SIC ICWC and SANIIRI.

The Southern Fergana Canal (SFC) passes complex topography on the piedmont southern slope, which is bordering the Ferghana Valley. SFC takes water from the Andijan reservoir of over-year regulation, can be fed from intersystem Karkidon reservoir and from Akbura and Aravan rivers, and irrigates 85 thousand hectares of land in Uzbekistan and 2,5 thousand - in Kyrgyzstan.

The SCADA system (supervisory control and data gathering) was implemented within project at the head and main structures, balance gauging stations with all control objects dispatching, creation of telecommunication and computerization of data accessing, treatment and storing, as well monitoring of water distribution within the balance sites.

The SCADA equipment, consisting of sensors for water level and gate position, technological controllers with input/output modules, computers etc was installed at the 10 main structures, 10 gauging stations and 15 control stations Communication between central and local control stations is realized by means of modern wireless system (Wi-Fi). Diesel generators are installed at the main structures as the reserve power sources for information system equipment, and the solar batteries, as the alternative power systems, are installed at the remote objects.

Water distribution monitoring is being implemented at 10 balance sites. The canal administration is supplied with. The canal administration is supplied with transport facilities and stationary and portative radio stations in order to increase the monitoring operability of water distribution.

All information about operation of main objects and water distribution process at the balance sites and the canal as a whole come to central and local control stations.

The system operation is tested under participation of international consultants of the "Canal Automation - Fergana Valley" project.

The implemented system combining the main structures automation, automated monitoring and visual monitoring of the balance sites make water distribution process transparent for all users. This allows to control water resources distribution operationally at all sections of irrigation network. Flexible control provides opportunity to deliver the flow withdrawn from them to the Karkidon reservoir and after to use its for the planned irrigation, saving water of Andijan reservoir.

Representatives of Ministry of agriculture and water management of the Republic of Uzbekistan, water management organizations from Andijan, Namangan and Ferghana areas, SDC, hokimiyat of Kuva province, SIC ICWC, International water management institute, mass media, and also the water management veterans and youth of Ferghana area took part in the ceremony.

Opening the ceremony, Mr. Mirzanazanrov T., the head of department of main canals in Ferghana Valley and the associated control point, told about difficulties and importance of water resources management in the Ferghana Valley and the irrigation network feature. He informed about process of the project implementation, and about repair-and-renewal operations by the department of the Southern Ferghana canal and SE "Sigma" and by other subcontractors.

Hanspeter Maag – Country Director of Swiss Cooperation Offices (SCO) in Kyrgyzstan and Uzbekistan has noted that water in Central Asia is precious like gold and here anybody relates to its like the gold. The realized system is a tool for the water resources effective use and for increase of irrigation effectiveness in the Southern Ferghana canal zone. Mr. Ernazarov N., assistant of Main Water Management Department at the Ministry of Agriculture and Water Resources Management of the Republic of Uzbekistan, thanked all organizations and people who participated in the project implementation, especially SDC and SE "Sigma". Elmuradov E., Head of the South Ferghana Canal Department, was pointed out that it is needed to select and stimulate a staff for work on the automation control system more carefully in order specialists operate with each element of system more cautiously.

Other speakers at the ceremony have noted a significance and an importance of the implemented works on the project during the control of water resources of the Southern Ferghana Canal too.

At the end of ceremony Mr. Maag X. handed over the symbolic key of the Southern Ferghana Canal automation system to Mr. Elmuradov A., Head of the Southern Ferghana Canal Department.

Mr. Elmuradov A. thanked all participants, and noted importance of this system in the Southern Ferghana Canal's water resources management and effectiveness. The voice communication system, data transmitting system, control and automation system and information system already now increase an operability of the water distribution control. He promised to operate with equipment carefully and to provide its functioning.

After the end of ceremony the cultural program was organized under participating of creative young people.
