75TH REGULAR MEETING OF ICWC

Dushanbe, Tajikistan hosted the 75th regular meeting of the Interstate Commission for Water Coordination (ICWC) of Central Asia on 27 November 2018.

The meeting was chaired by Mr. S.N.Rakhimzoda, ICWC member from Tajikistan. Mr. Ye.N.Nysanbayev, ICWC member from the Republic of Kazakhstan, Mr. M.Bayramdurdiyev, ICWC member from Turkmenistan, and Mr. Sh.R.Khamraev, ICWC member from the Republic of Uzbekistan took part in the meeting. The heads of ICWC executive bodies (BWO Amudarya, BWO Syrdarya, SIC ICWC, and Secretariat) and invitees also participated in the meeting.

The agenda included the following items:

  1. The results of use of water withdrawal limits and operation regimes of the reservoir cascade in the growing season 2018 in the Syrdarya and Amudarya River basins.
  2. Approval of the country water withdrawal limits and operation regimes of the reservoir cascade for the non-growing season 2018-2019 in the Syrdarya and Amudarya River basins.
  3. Participation of the ICWC members and executive bodies in the development of ASBP-4.
  4. Supplementary items (personnel related matters).
  5. Agenda and venue of the next 76th meeting of ICWC.

On the first item of agenda, the heads of BWOs reported on the results of use of water withdrawal limits and operation regimes of the reservoir cascade in the growing season 2018 in the Syrdarya and Amudarya River basins. ICWC members thanked each other for concerted work during the difficult growing season of this low-water year. Particularly, the participants highlighted the country efforts to ensure inflow to reservoirs, including purchase of energy from Tajikistan and Kyrgyzstan.

On the second item, the water withdrawal limits and operation regimes of the reservoir cascade in the Syrdarya and Amudarya River basins were approved for the non-growing season 2018-2019.

On the third item, information of SIC ICWC on the development of ASBP-4 was taken into account. The need to continue active work of ICWC executive bodies with EC IFAS was also underlined, including in the work of the Regional Working Group. SIC ICWC was assigned the task to submit the portfolio of project proposals to be included in ASBP-4 to ICWC for consideration by December 1, 2018. Then, ICWC members are to give their comments and remarks within one month.

Mr. U. Nazarov was appointed the head of the ICWC Secretariat in place of Mrs. M.P. Babadjanova because of her transfer to another job.

The next 76th meeting of ICWC is to be held in the Republic of Uzbekistan in April 2019.
