SIC ICWC AND THE INSTITUTE OF LEGISLATION AND LEGAL POLICY UNDER THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN DISCUSS THE LEGAL ASPECTS OF TRANSBOUNDARY WATER MANAGEMENT

On May 10, 2024, Director of SIC ICWC Dinara Ziganshina made a presentation “Transboundary Water Management: Legal Aspects” for employees of the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan.



Globally, transboundary waters account for 60% of the world's freshwater. The territories of 153 countries are crossed by at least one of 286 transboundary river and lake basins and 592 transboundary aquifer systems.

The threats to transboundary basins include: high competition for water use, excessive water usage, pollution and environmental degradation, loss of biodiversity, climate change, etc.

In Central Asia, the water demand will increase by 2035 at the expense of drinking water and irrigation needs, flow regulation process, increasing water withdrawal by Afghanistan, climate change and others. At the same time, by forecasts, the river flow will decrease by 6-10% in the Syr Darya and by 10-15% in the Amu Darya.

For Uzbekistan, the impact of climate change, among other things, implies crop failure and climate migrants.

In the second part of the presentation, participants were familiarized with the current international water law and the applicability of its norms and regulations for the Central Asian countries. The attendees were also presented the existing bilateral agreements between the countries in the region.
