90th Meeting of the Interstate Commission for Water Coordination of Central Asia

On August 14, 2025, the 90th meeting of the Interstate Commission for Water Coordination (ICWC) of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan was held in Borovoye, Republic of Kazakhstan. The meeting was organized by Kazakhstani side under the chairmanship of H.E. K.A. Bozumbaev, Deputy Prime-Minister of the Republic of Kazakhstan.

The meeting was attended by ICWC members, including Minister of Water Resources and Irrigation of Kazakhstan N.M. Nurjigitov, First Deputy Minister of Energy and Water Resources of Tajikistan Mr.D.Sh. Shoimzoda, Chairman of the State Committee of Water Resources of Turkmenistan D.M. Gendjiev (online), and Minister of Water Management of Uzbekistan Sh.R. Khamraev, as well as Ambassador Extraordinary and Plenipotentiary of Kyrgyzstan H.E. D.S. Dushekeev, as an observer.

The meeting was attended by ICWC members, including Minister of Water Resources and Irrigation of Kazakhstan N.M. Nurjigitov, First Deputy Minister of Energy and Water Resources of Tajikistan Mr.D.Sh. Shoimzoda, Chairman of the State Committee of Water Resources of Turkmenistan D.M. Gendjiev (online), and Minister of Water Management of Uzbekistan Sh.R. Khamraev, as well as Ambassador Extraordinary and Plenipotentiary of Kyrgyzstan H.E. D.S. Dushekeev, as an observer.

The meeting’s agenda included the following:

  • On the use of water withdrawal limits and the operation regimes of reservoirs in the Amu Darya and Syr Darya River basins during the growing season 2025
  • Progress on the fulfillment of tasks arising from the summits of the Heads of IFAS Founder States
  • Agenda and venue of the regular 91th meeting
  • Additional matters.

On the first item, BWO Amu Darya and BWO Syr Darya reported on the use of water withdrawal limits and operation regimes of the reservoir cascades in the Amu Darya and Syr Darya River basins during the growing season 2025.

On the second item, A.T. Orazbai, Chairman of EC IFAS and D.R. Ziganshina, Director of SIC ICWC reported on the efforts undertaken by water management organizations and ICWC executive bodies as a follow-up of the proposals and initiatives put forward at the Summits of the Heads of IFAS founder states in Turkmenbashi (2018) and Dushanbe (2023).

The meeting also held discussion on how to ensure water security in Central Asia, with participation of representatives of international and financing organizations, including the World Bank, Asian Development Bank, German Society for International Cooperation, and Swiss Agency for Development and Cooperation.

After discussions, decisions were made on all agenda items, and the meeting's protocol was signed by the parties.

The next 91st ICWC meeting will be held this fall in Turkmenistan.
