SIC ICWC PRESENTS HYBRID WATER-ENERGY COORDINATION MODEL FOR CENTRAL ASIA AT SKOPJE INTERNATIONAL FORUM
On October 30, 2025, a hybrid session on enhancing the Food-Water-Energy Nexus was held during the 14th International Forum on Energy for Sustainable Development "From Goals to Action: Powering the Future with Sustainable Energy" in Skopje, North Macedonia. The event brought together leading international experts, policymakers, and private sector representatives to share experiences and seek actionable solutions for sustainable resource management.
During the session, Dinara R. Ziganshina, Director of SIC ICWC presented a hybrid coordination model. This model incorporates elements of hierarchy (clear rules and interstate agreements), networking (partnerships, dialogue, and shared digital platforms), economic mechanisms (tariff reforms and joint investments) to promote sustainable cross-sectoral interaction both within countries and across the Central Asian region.
The presentation was primarily based on the findings of a research conducted under the IKI Project "Regional Mechanisms for a Low-Carbon and Climate-Resilient Transformation of the Energy-Water-Land Nexus in Central Asia." The Kambarata HPP-1 project, which is the result of trilateral agreements between Kyrgyzstan, Kazakhstan, and Uzbekistan, was highlighted as a promising example of implementing this hybrid coordination model at the regional level.
“The research as part of the IKI project allowed us to develop and substantiate a practical coordination model. Experience shows that effective management of interlinked resources is not an 'either/or' choice between state control and economic incentives, but their synergy. The hybrid model, which combines the power of hierarchy, the trust of networks, and economic efficiency, is our pathway to a low-carbon and climate-resilient transformation that will ensure energy and water security for future generations in Central Asia,” emphasized Dinara Ziganshina in her speech.
About the Forum: The Fourteenth International Forum on Energy for Sustainable Development (IFESD-14) is held in Skopje, North Macedonia from 28 to 30 October 2025. It is a leading global platform for advancing sustainable energy, which convenes around 400 representatives from more than 60 countries to support the implementation of the Sustainable Development Goals.
