Research areas: international and national law and policy as applied to water resources, environmental protection and climate change
Dr Ziganshina received a law degree from the Tashkent State Institute of Law, the Faculty of State Building and Governance (2001), LL.M. in Environmental and Natural Resources Law from the University of Oregon School of Law in the United States (2008) and a PhD Degree in international water law from IHP-Help Centre for Water Law, Policy and Science under the auspices of UNESCO, University of Dundee, UK (2012).
Dr Ziganshina has been working at SIC ICWC of Central Asia since 2003. She is also an associate professor of the Department of Ecology and Water Management, the Faculty of Hydroreclamation,at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers (since 2018); vice-chair of the Implementation Committee under the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (since 2015); and a Governor at the World Water Council (2023-2026).
She has 20 years’ experience working as a legal and policy expert in water resources management at national and transboundary levels; in managing and coordinating regional projects; research and teaching on international and national water law and policy, water governance, security and diplomacy;
Initiated the establishment and coordinated the first in Central Asia Gender and Water Initiative and Expert Platform on Water Security, Sustainable Development and Future Studies.
